On February 17, President Barack Obama signed the American Recovery and Reinvestment Act of 2009, a $787 billion stimulus package designed to create jobs, invest in public infrastructure, and stimulate the U.S. economy. Roughly $144 billion of these funds will go directly to states and localities.
